Jefferson County Idaho Zoning Map: What Do You Need to Know?
The official map, and why third-party maps mislead
The county's own zoning viewer is the authority. Jefferson County publishes an official zoning web map through its GIS office, and the Planning, Zoning & Building department page at jcgov.us holds the ordinance behind it (both verified live September 2026). Commercial zoning scrapes rank well in search and go stale silently — when a scrape and the county disagree, the county is right, and the county is also free.
How to actually use it before an offer
- Find the parcel on the county viewer by address or parcel number.
- Read the zone designation — then look it up in the county ordinance, because the designation alone tells you almost nothing.
- Call Planning & Zoning with your intended use. Setbacks, minimum parcel sizes and permitted uses are zone-specific and amendment-prone; the department confirms in minutes what a forum thread guesses at for years.
- Get anything load-bearing in writing before waiving contingencies.
"R1" and "R2" are not statewide categories. Every Idaho jurisdiction defines its own zones — a Jefferson County R2 and a city R2 twenty minutes away can permit different things. Any page telling you what "R1 zoning in Idaho" allows without naming a jurisdiction is answering a question that does not exist.
Zoning decides what you are allowed to do with the ground, and it is a five-minute phone call to the county. I would make that call before writing an offer, not after.

Zoning is a price fact, not paperwork
Two adjacent parcels of identical dirt can differ enormously in value because one zone permits what a buyer wants and the other does not — divisibility, second dwellings, animals, outbuildings. The county's building side runs on 2018 — edition of the International Building Code and International Residential Code in force in Jefferson County, adopted March 7, 2022 — the county issues building permits for the unincorporated county plus Lewisville, Menan and Rigby (Jefferson County P&Z, adopted March 7, 2022) — so what the zone permits still has to be built to code. Financing follows the same split: raw land typically needs larger down payments and shorter terms, while 6.76% — average 30-year fixed mortgage rate, U.S. (Freddie Mac PMMS via FRED, week of September 10, 2026) anchors the home-loan side. The full rural checklist — access, water, septic, power — is on the land and building page.
One off-subject question Google attaches here, answered anyway: firewood cutting is a national-forest permit program (Caribou-Targhee district offices sell household permits seasonally), not a zoning matter — though wooded rural parcels are exactly where zoning, access easements and firewood habits meet.

Common questions
What are the minimum property line setback requirements in Jefferson County, Idaho?
They are zone-specific, set by the county ordinance, and amendment-prone — which is why this page points you at the county rather than quoting a table that could silently go stale. Find your parcel’s zone on the official county map, then confirm current setbacks for that zone with Planning & Zoning before designing anything.
What is R1 zoning in Idaho?
There is no statewide R1. Zoning designations are defined by each city and county in its own ordinance, so “R1” means one thing in Jefferson County and something else across the county line. Generally R1 labels a lower-density residential zone — but always read the ordinance the parcel actually sits under.
What is R2 zoning in Idaho?
Same answer, honestly: jurisdiction-specific. R2 typically labels a residential zone allowing somewhat more density than R1 — smaller lots or additional dwelling types — but the details live in each jurisdiction’s ordinance. Check the parcel’s zone on the county map, then read that county’s R2 section.
Do I need a permit to build a shed in Idaho?
Depends on size and place. Under the 2018 International Residential Code, which Jefferson County adopted in 2022, one-story detached accessory buildings of 200 square feet or less are generally exempt from a building permit — but zoning setbacks still apply even to exempt sheds, so confirm both with the county first.
Can I put a tiny home on my property in Idaho?
It is a two-lock question: the zone must permit the dwelling type (some zones require minimum sizes or bar second dwellings), and the structure must meet the building code the county enforces. Foundation-built, modular, and wheeled tiny homes are treated differently. Ask Jefferson County P&Z with the parcel number before buying either the land or the home.
What counties in Idaho don’t have building codes?
Idaho lets counties decide whether to enforce building codes locally, and a handful of rural counties have opted out of enforcement — which is not the same as construction being unregulated: state electrical, plumbing and HVAC rules still apply. Jefferson County is not among them: it enforces the 2018 IBC and IRC, adopted March 2022.
